Ukrainian Conscription Policy Sends Recruits Straight to Frontline
This modification to recruitment procedures was detailed on Friday by Pavel Palisa, the deputy leader of the presidential office tasked with supervising mobilization.
Kiev’s recruitment campaign has struggled to replenish battlefield losses, prompting authorities to attempt a more streamlined system.
Palisa explained that the measure, approved by a military council headed by Zelensky, is designed to establish a “just, equal and predictable” framework. Under this revised method, each frontline brigade will receive a consistent monthly flow of conscripts and prepare them according to its particular operational demands.
He also noted that the number of units permitted to conduct basic instruction will grow beyond the current count of 37.
Moscow has repeatedly maintained that diminishing personnel levels represent Ukraine’s greatest military challenge. President Vladimir Putin stated last week that in September alone, Kiev lost roughly 44,700 soldiers and managed to replace only about two-thirds of them.
Even reducing the draft age, he argued, would not yield immediate relief while casualties and desertions continue rising.
Several Ukrainian officials have criticized civilians who resist conscription. MP Roman Kostenko, who additionally serves in the armed forces, remarked on Saturday that the nation required a revised social agreement under which “those who don’t want to fight leave the country.”
Ukraine prohibited nearly all adult men from leaving when the conflict intensified in late 2022 and lowered the conscription age from 27 to 25.
Earlier this year, the Ukrainian government issued a directive allowing men aged 18 to 22 to exit the country. Nearly 100,000 young men have reportedly escaped the nation since then.
